V2005 Congress of Neighborhoods
On June 25, 2005, several SCNC representatives attended the annual Congress of Neighborhoods at the LA Convention Center in Downtown Los Angeles. This meeting brought together representatives from all corners of Los Angeles for seminars and discussions about City and Neighborhood Council operations.
Board member Polly Ward tells about the seminar she attended. "We discussed forming a Congress (not a Convention) meaning that all the Neighborhood Councils would be invited to come together and take a vote on city issues as they occur, to put NC decisions into the City Council process. It's designed to be a consensus gathering group. It would not restrict any individual NC from taking its own route nor would it be binding but it could be used as an expression of neighborhood concerns to the City Council in a unified way. I thought the meeting was instructive and important." More information will be available and will be published on the SCNC website.
Board Member Paul Waters was a presenter at the Los Angeles Neighborhood Council Gay & Lesbian Caucus, the fourth appearance of the G&L Caucus on a Congress program. Waters reports, "The program included a brief presentation of Caucus activities, followed by introductions and comments from twenty-five NC board members from throughout the city. An interesting point is that a year and a half after its formation, the G&L Caucus remains the only special interest NC caucus in existence. Among its activities, the Caucus held a Mayoral Candidate Forum, with all five major candidates meeting individually with the Caucus. The Caucus also held a Council District 11 Forum and will be holding candidate forums for City Council districts 10 and 14 later this year."
Members of the Outreach committee attended seminars organized by the Planning Department which covered data mapping and planning issues. Jessica Carron, board member and Corresponding Secretary, found that, "there is so much information available on the Department of City Planning website that a lot of what we need to do is simply to steer people to those resources.
